In light of the ongoing security threats, the Council urges all Mosques, Islamic Centers, schools, and institutions across North America to immediately implement and reinforce the following safety measures:
- Comprehensive Security Infrastructure: Ensure a fully operational, high-definition security camera system is active 24/7. Provide trained, visible human guards—armed where permitted and appropriate—especially during congregational prayers, Friday services, Islamic schools, and major community activities.
- Law Enforcement Collaboration: Establish strong, continuous communication channels with your local police department, sheriff's office, and federal civil rights divisions. Request increased patrols, particularly during peak hours and upcoming holy days.
- Controlled Access and Lockdown Protocols: Keep perimeter gates and secondary doors securely locked. Restrict main entry points during activities, using greeters or security personnel to monitor who enters, and ensure access is strictly managed.
- Active Threat & Emergency Preparedness: Invite law enforcement specialists, security firms, or specialized organizations to conduct workshops for staff and community members. Provide practical training on situational awareness, de-escalation, active shooter response, and procedures during a terrorist threat.
- Legal and Rights Awareness: Invite civil rights lawyers and human rights activists to educate community members on their legal rights and obligations. Empower the community with the knowledge of how to legally and effectively protect themselves during difficult times and encounters.
- Cybersecurity and Digital Vigilance: Monitor institutional emails, social media pages, and websites for threatening behavior. Report any digital harassment or intimidating messages immediately to both law enforcement and civil rights tracking organizations.
- Emergency Medical Readiness: Train staff and volunteers in basic first aid, CPR, and trauma response (e.g., "Stop the Bleed" training), and ensure that trauma kits are fully stocked and readily accessible throughout your facility.
