The Moon-Sighting Committee of the Council of Shia Muslim Scholars in North America announces that Tuesday, October 29th, 2019 will be the last day of the month of Safar and that Wednesday, October 30th, 2019 will be the first day of the month of Rabi al-Awwal, 1441 A.H. for the entire region of North America.

This determination is based on the fact that there were no verified sightings of the crescent moon by the naked eye at sunset on Monday, October 28th, 2019 in any region of North America.

We ask God, the Most High, for success in performing good deeds and to hasten the Return of Our Master, Imam Mahdi (p).

The Moon-Sighting Committee of the Council of Shia Muslim Scholars of North America announces that Monday, September 30th, 2019 will be the first day of the month of Safar, 1441 A.H. for the entire region of North America.

This determination is based on the fact that there were verified sightings of the crescent moon by the naked eye at sunset on Sunday, September 29th, 2019 from many locations.

Therefore, the Day of Arbaeen will be on Saturday, October 19th, 2019.

Due to the fact that some of the northern regions of the United States of America and all of Canada did not experience the completion of the month of Dhu al-Hijjah as mentioned in the Crescent Announcement last night, please note the following.

The crescent moon of the Holy Month of Muharram was sighted by the naked eye at sunset on Saturday, August 31st, 2019 in many areas of North America, therefore, Sunday, September 1st, 2019 will be the first day of the month of Muharram, 1441 A.H. as mentioned in the previous statement, for the entire region of North America.

Therefore, the first day of the month of Dhu al-Hijjah, 1440 A.H. will be on:

Friday, August 2nd, 2019, for all areas under the horizon visibility curve from Richmond, VA to Seattle, WA (as seen in the orange and red areas in the diagram below).

Saturday, August 3rd, 2019, for the rest of North America.

The Moon-Sighting Committee of the Council of Shia Muslim Scholars of North America announces that the crescent moon of the month of Safar, 1440 A.H. was sighted by the naked eye in the south/west region of the United States during the sunset of Tuesday, October 9th, 2018.

Based on the Multiplicity of Horizons opinion, the first of the month of Safar, 1440 A.H will be Wednesday, October 10th, 2018, for all of the United States and most parts of Canada.

The Closing Statement of the 17th Annual Conference

Closing Statement:
The 17th Annual Conference of the Council of
Shia Muslim Scholars of North America

 

With inspiration from the Quranic verse [4: 128] “… and conciliation is better …” the 17th Annual Conference of the Council of Shia Muslim Scholars of North America commenced in Hyatt Place Dulles, near Washington, D.C., under the heading “Ingenuity, Cooperation, and Mediation: An initiative to improve and advance personal, communal, and social interactions through proactive engagement and strategic intervention.” A group of distinguished scholars, preachers, and imams of different Islamic centers from across the United States and Canada gathered on June 25-26, 2018 to discuss the new structure of the Council and attend mediation workshops.

The focus of the mediation workshops was to proactively address the ongoing challenges and hazards affecting families, groups, and leaders of our communities which strike at our unity and accord. The objective of the workshop was to enable scholars to understand the standard problem-solving mediation model. The workshops, conducted by professional certified mediators, covered both the structure of the process and the key skills needed to practice it effectively. The Council would like to emphasize that in all disputes, whether of a personal, family or community nature, Muslims should seek amicable mediation and resolution in accordance with Islamic values and principles.

In addition, the attendees diligently reviewed, edited, and adopted the new structure of the Council based on the resolutions of the 15th and 16th conferences. The new structure, and its rules and regulations have been finalized and signed as “The Charter”. The new charter will strengthen and facilitate the Council’s ability to address the broader needs of the Shi’a Muslim community, and more effectively fulfill its role of actively engaging and leading various constituencies across North America. Following that, an invitation was extended to new members of the Consultative Body, committees and their members were assigned, and elections were held. The details of the committees formed will be placed on the website of the Council. From among the members of the Consultative Body of the Council, the general body elected Sayyid Muhammad Rizvi as its Secretary General and Sayyid Sulayman Ali Hassan Abidi as the Deputy Secretary General.

This year’s conference was honored with the presence of a guest speaker, his eminence Shaykh Youssuf Raghda al-Ameli, of the preaching committee of the Supreme Islamic Shia Council of Lebanon. During his speech, he shared some of his experiences and spoke on the topic of solving problems and finding solutions to conflicts and disputes among communities and scholars.

The honorable attendees concluded the conference by expressing their gratitude to the guest speaker and to I.M.A.M. and its staff for sponsoring, organizing and managing the conference, which it has done continually since 2004. Finally, they prayed to God Almighty to prolong the lives of our great maraji and hasten the reappearance of the Imam of our time, peace be upon him, to fill the world with justice and equity.

The Council enjoins its members and the Shi’a Muslim community to deepen their connection with the sources of our religious identity and guidance, namely the Qur’an and the Ahl al-Bayt, through our pious Jurists who have preserved their values across the centuries.

Based on the opinion of Sayyid Sistani regarding Multiplicity of Horizons, the first of the month of Shaban, 1439 A.H will be as follows:

Tuesday, April 17, 2018, for all the areas under the horizon visibility curve starting from Philadelphia, passing through Detroit, Chicago, Minneapolis, all the way to Vancouver (see red and orange shaded areas in graphic below).

Wednesday, April 18, 2018, for the rest of North America.

The Moon-Sighting Committee of the Council of Shia Muslim Scholars of North America announces that Saturday, February 17th, 2018, will be the first day of the month of Jumada al-Akhirah, 1439 A.H. for the entire region of North America.

This determination is based on the fact that there were reported sightings of the crescent moon by the naked eye during the sunset of Friday, February 16th, from many locations.

We ask God, the Most High, for success in performing good deeds and hasten the Return of Our Master, Imam Mahdi (p).

The Moon-Sighting Committee of the Council of Shia Muslim Scholars in North America announces, based on reports received much later during the night, that the crescent moon was sighted by the naked eye during the sunset of Saturday, June 24, 2017 in Southern California. Based on this sighting, and the opinion of Sayyid Sistani regarding Multiplicity of Horizons, the first day of the month of Shawwal, 1438 A.H (Eid al-Fitr) will be as follows:

Sunday, June 25, 2017, for all the areas under the horizon visibility curve from Orlando, FL, through New Orleans, LA, Phoenix, AZ, to Los Angeles, CA; including all areas in close proximity to this visibility curve.

Monday, June 26, 2017, for the rest of North America, thus completing the 30 days of the month of Ramadhan through Sunday June 24th.

The 16th Annual Conference of The Council of Shia Muslim Scholars in North America

In the spirit of the Quranic verse “From within every group in their midst, some shall refrain from going forth, and shall devote themselves [instead] to acquiring a deeper knowledge of the Faith. and [thus be able to] teach their home-coming brethren, so that these [too] might guard themselves against evil” the 16th Annual Conference of the Council of Shia Muslim Scholars of North America commenced in Dearborn, Michigan.  A group of scholars, preachers and imams of Islamic centers from across the United States and Canada gathered from March 27-29, 2017 to discuss the most pressing issues facing Shia Muslims, and in particular those residing in the West, during a meeting titled “The Religious Authority (Marjaeya): Current State of Affairs, Ongoing Challenges, and Future Concerns”. The focus of the meeting was to address the ongoing challenges, vulnerabilities and hazards impacting Shia Muslims, which strike at the core of our faith and destabilize the bond and connection that exists between our 12th Imam (may God Almighty hasten his appearance) and our community of believers across this continent. Furthermore, the honorable attendees unanimously voiced a sincere and compassionate concern for the Shia Muslim youth. Therefore a significant portion of the discourse centered on their future and the development of a concerted strategy, which until now was lacking in several respects, to provide them with the guidance and support they need to fortify their faith and morals.

 

The attendees participated in general discussions involving the entire council as well as focused small-group “brain-storming” sessions. The objective of the former, among other things, was to provide each attendee with an opportunity to update those gathered on the current state of their community and describe how they envisioned the council could address and resolve not only the ongoing challenges they face but the ones encountered by others as well. On the other hand, the goal of the latter sessions was to discuss and refine the broad array of topics introduced in the main gathering, pare down to the most important issues, and then devise a concrete and implementable plan of action. As such, the following crucial resolutions were agreed upon:

 

  1. The need for preachers, religious speakers and imams of centers to put greater effort in exhorting all believers living in the West to turn to the religious authorities or marjaeya in the age of occultation and remind them of the practical necessity and benefit of seeking their guidance, not only for each individual person but for the whole community as well. This is because the marjaeya has defended and protected the religion from assault and corruption for over 1000 years and in doing so ensured the security and preservation of our societies. It is the beacon of faith and righteousness which has saved people from going astray and so it is a trust which must be upheld by each and every believer, especially the scholars and those tasked with serving the religion.

 

  1. The importance of community cohesion among the believers and a common approach by which a united front resists and prevents the introduction of false principles and notions which have no basis in Islam, righteousness or morality. Furthermore, this drive towards solidarity should prevent us from slipping into sectarian, partisan, ethnic or national strife in matters related to who believers choose to emulate as the religious authority. Rather, we must espouse a dependence upon the knowledgeable, wise and experienced specialists of the religious seminaries, who are whole-heartedly trusted by the believers, to clarify the circumstances and provide a clear-cut recommendation. The council should lead and be at the forefront of this effort due to its respected standing in the eyes of the western community as well as the religious seminaries not to mention its role as a bridge between the two. This is imperative because the council must strive to fulfill its responsibilities towards its constituent communities and serve their religious interests.

 

  1. After consulting with experts in the respective fields, the council will develop a series of “white papers”, or authoritative reports which provide religious information and edicts on specific issues which may be new or unique to the West (e.g. medicine, finance, banking, food/drink, societal trends, etc). These reports will be presented to the grand scholars and authorities of the religious seminaries for review and final approval so that a more robust standard of practice becomes available to the believers residing in North America.

 

  1. An improvement and refinement in the preaching activities which are focused on the youth and young people. The council recognized that Shia Muslims growing up in the West sometimes have a different approach to learning than those in the East. Thus, the need for progressive methods in relaying religious information was determined to be very important. For instance, short video clips on oft-encountered problems and their solutions, blogs describing how to face common social challenges like peer-pressure, or open-forum discussions via a webinar. An interim committee was formed to develop these ideas and produce a course of action for its fulfillment.

 

  1. The activities of the council shall be organized and administered by Imam Mahdi Association of Marjaeya (I.M.A.M.). In turn, the council shall act as an advisory body and take the role of providing advice, guidance, support and accountability to I.M.A.M. in its position as a subsidiary, representative and legitimate agent of the supreme religious authority. Furthermore, this resolution is in accordance and full conformity with what was already agreed upon in principle at the 15th Annual Conference. 

 

The honorable attendees concluded the conference by expressing their gratitude to I.M.A.M. and its staff for sponsoring, organizing and managing the conference and providing all the necessary facilities, which they have done since 2004. Finally, they prayed to God Almighty to prolong the lives of our great maraji, especially His Eminence the Supreme Authority Grand Ayatollah Sayyid al-Sistani, and hasten the reappearance of the Imam of our time, peace be upon him, to fill the world with justice and equity.

The 16th Annual Conference

An Important Announcement

In compliance to requests made by a numbers of key members of the council, the annual Ulema conference of 2016 will be postponed from the month of Shawwal. The new date will be determined this year that matches with expectations and recommendations of the majority of participating scholars and clergy members.

This decision has been made due to the absence of many scholars and clergy members during the summer, because of the Hajj season, and the coming of Muharram where many speakers are occupied with their centers and activities. This postponement is expected to give more time for the scholars and clergy members to continue their contribution and implement the recommendations made in the closing statement of the last conference.

The council will announce the upcoming conference when a collective decision has been made by the Grace of Allah.

This determination is based on the fact that there were no verified sightings of the crescent moon by the naked eye at sunset on Saturday, October 1st, 2016, in any region of North America.

The Day of Ashura, the anniversary of the martyrdom of Imam Husayn (as), will therefore be on Wednesday, October 12, 2016.

Clarification About the beginning of the Holy Month of Ramadhan, 1437 A.H.

Clarification about the beginning of the Holy month of Ramadhan, 1437 AH

To our dear believers in North America,

After our announcement about the beginning of the holy month of Ramadhan, there have been inquiries about sightings in southern regions of the United States. We would like to inform our dear believers that as part of our deliberation we collect reports of possible sightings and once their authenticity is verified based on religious standards, we make the announcement accordingly. By the time of sunset in San Diego, we received reports that sightings were attempted but the crescent moon was not seen even though the sky was in clear conditions. Therefore, the announcement was made that Tuesday, June 7th, is the 1st of Ramadhan.

As time progressed, we saw some reports circulating about sightings in southern regions. We would like to advise that in such a case, if the individual believers have contentment and certainty with these reports, it becomes a religious obligation for them to act upon it for themselves.

As per Ayatullah Sayyid al-Sistani’s multiplicity of horizons ruling, the impact of a confirmed sighting in a location would be limited to the moon sighting visibility curve of that area only and would have no necessary bearing in the rest of North America for whom Tuesday still remains as the 1st day of the holy month of Ramadhan.

As always, we urge the respected believers as well as honorable scholars, to report their sightings as soon as they see the crescent moon to info@imams.us so that the committee can verify the reports and make the appropriate declaration.

By the grace of Allah SWT, and all praise is due to Him, the Crescent Committee is proud to have worked to unify the Shia community since its establishment in 2007.  Therefore, we hope that all the members of our community work hand-in-hand to keep this unity strong and to stand together against disunity and division.

We ask Allah (swt) to accept your fasting and good deeds in this holy month and to hasten the Return of Our Master, Imam Mahdi (ajfs).

The 12th Annual Conference of the Council

In the Name of God, the Beneficent, the Merciful

All praise is due to God, Lord of the Worlds. May the peace and blessings of God be upon the best of God’s creatures, Muhammad and his purified progeny.

           

In light of the holy verse, “Certainly you have in the Messenger of Allah an excellent exemplar for him who hopes in Allah and the latter day and remembers Allah much.” [Holy Quran 33:21], the twelfth annual conference for the Council of Shia Muslim Scholars in North America was convened. Under the title, “Muslims and their Civilized Role in the West”, the conference was held in the city of Dearborn, Michigan, USA, on September 22-23, 2012 CE (corresponding to the fifth and sixth days of Thil Qi’da, 1433 AH). The participants included a group of religious scholars, preachers, and university professors from the United States and Canada, as well as a number of legal and political experts. The attendees studied and discussed the methods and mechanisms by which Muslims can reinforce their positions and roles, following the example of other successful and thriving communities in Western countries which all lie under the roof of a single nation. Most prominent among these methods and mechanisms deals with the concerns and requests for direction which believers make clear to the Council regarding participation in elections and the like. Moreover, the discussions also included that which accompanies this role, specifically the hostilities and challenges in the face of Islam and its holy figures every now and then. The conference participants concluded a number of the following decisions and recommendations:

First. Surveys conducted by credible research centers still show that Muslim communities in Western countries, in general, exceed their Western counterparts in terms of security, coexistence and integration. This reveals the extent to which these communities are committed to the traditions of their Imams (peace be upon them) as well as the rulings and direction of their religious jurists. Indeed, the aforementioned confirm the necessity of maintaining one’s religious identity and noble traditions, alongside putting responsible citizenship and integration into action. At the same time, Muslim communities in the West must continue to aspire for better roles and positions in all fields in order to excel across the board.  

Second. Participation in the political life of a community, within a single nation, is a natural right which a citizen exercises within the scope of citizenship and integration. Both at the level of management and service, and whether voting or running, the Council encourages all qualified Muslims to exercise their national right, so long as the experts confirm the importance, benefits, and sometimes even the necessity of participating as a means to achieve further distinction, prosperity and excellence.

Third. Furthermore, the Council advises with strong emphasis on the necessity of an overall, complete education and awareness campaign regarding the political participation process. This will help have voting results remain in the interest of the voters, serving their education, moral standing, and interests – instead of merely voting without noteworthy benefits.  In turn, this will contribute to laying the suitable groundwork for our upcoming generations, as greater and more significant roles await them.

Fourth. The Council emphasizes the need to bolster religious dialogue at the level of religious scholars and experts. This is one of the most significant means of mutual influence, allowing others to get to know us as we get to know them.

Fifth. The Council highlights the significance of the media’s role once again, and the necessity of having Islamic centers come to the forefront, through qualified and credible individuals, and discuss with others about Islam and the civilized role of Muslims. For, indeed, this role has been confirmed by modern Western studies which indicate that the Muslim community in the West is at the forefront of other communities in terms of peaceful coexistence and positive integration.

Sixth. The Council reiterates and emphasizes what it highlighted in the general statement regarding the offensive film which slanders the Holy Prophet of Islam (peace be upon him and his family). The Council condemns and denounces this heinous act which has caused conflict and sedition, resulting in some of what the Council warned and cautioned about. Moreover, the Council urges concerned individuals to work on and help out with achieving the recommendation regarding a comprehensive international conference to study and get to know this unique and exceptional personality among the many Prophets and Messengers.

Seventh. With thanks and appreciation extended to the Crescent Committee which exercised its work proficiently during this past year, the members of the Crescent Committee for the upcoming year have been elected and are their Excellencies: Sayyid Muhammad Rizvi (Toronto), Shaykh Abed al-Mun’im Charara (Windsor), Shaykh Muhammad Riza Bagheri (Montreal), Shaykh Mohamad al-Ali Al-Halabi (Miami), and Sayyid Nabi Raza Abedi (San Francisco).

Eighth. As one of the stages in developing the Council’s work, the Council agreed to update the order and protocols of the Council’s work, starting from amending the constitution, to modifying the Council’s structure and some of its protocols, under the supervision and care of the respected Board of Trustees. These changes are more appropriate considering what is typically in practice with similar councils, and will allow for greater benefit as well as more precision in accomplishing the Council’s objectives.

            The Council extends its heartfelt gratitude and appreciation to the Grand Jurists who gave richness to the theme of the conference through their religious rulings, guidance and advice. The Council also asks God Almighty to hasten the reappearance of our master, the Guardian of this Age (peace be upon him), such that light, knowledge, peace, security, and justice may reign over the entire globe. 

            In addition, the Council would like to thank all those who attended the conference and gave richness to it through their valuable contributions, as well as all the brothers who put forth great efforts in preparing for and holding this conference. We ask God Almighty for success and support, for He is sufficient for us, and He is an excellent trustee.

The Closing Statement

of the 15th Annual Conference of The Council of Shia Muslim Scholars of North America

In the Name of God, the All-beneficent, the All-merciful

All praise belongs to God, Lord of all the worlds, and may blessings and peace be upon the best of His creatures, Muhammad, and his pure progeny

With inspiration from the holy verse, “He said, ‘We will strengthen your arm by means of your brother, and invest both of you with such authority that they will not touch you. With the help of Our signs, you two, and those who follow the two of you, shall be the victors,’” the Council of Shia Muslim Scholars in North America held its 15th annual conference under the banner “Cooperation and Collaboration: It's a necessity now, not an option,” in Chicago, IL on Saturday and Sunday, 8-9, August, 2015, corresponding to 23-4, Shawwal, 1436 A.H. A number of religious scholars, imams, Islamic and cultural center directors, university and academic institution professors, and religious and cultural activists from various cities and states in North America attended the conference. The guest of the conference from the religious seminary in Najaf was His Excellency, Shaykh Amjad Riyad al-Sa’di, the superintendent of Najm al-A’immah religious school, who enriched the conference with guidelines from the supreme religious authority.

During two days of debate and discussion about the various internal and external challenges facing Islam and Muslims, the participants arrived at the following decisions and recommendations:

  1. The council reiterates its call for all members and subsets of the Muslim community in North America to be committed to their national identity and abide by the principle of rights and responsibilities, in addition to their commitment to their religious identity and preserving its noble traditions. That includes: first, doing what they can to protect the community from all kinds of extremism and ideological deviation that the terrorists are trying to spread in order to influence society, and second, boosting peaceful coexistence with the members of all other communities, responsible integration, and participating in social activities according to the instructions and conditions called for by the council in a previous conference on the subject, including participation in local and federal elections.

  2. The council calls on all Islamic and social organizations and clubs to pay more attention to the young generation than ever before by granting them participation in all intellectual and cultural activities, in addition to providing them with a healthy environment for recreation and entertainment. Neglecting this vigorous and vital subset of the community may open windows –God forbid- that enable extremists and terrorists to infiltrate through to influence them by exploiting their emotions and sentiments.

  3. The council recommends ignoring the media harassments and provocations that are considered “Islamophobic” so that the Muslim community does not become preoccupied with them and forgets its priorities. Occupying ourselves with such provocations would help achieve the goals of the evildoers and racists who mean harm to Muslims. Instead, we should concentrate and focus on explaining the noble values of the Muslim community in the West and shed light on the scientific, academic, economic, and social accomplishments that Muslims have achieved during centuries of presence on this continent.

  4. In light of the fabricated sectarian strife and the accompanying propaganda, the council reiterates its condemnation and denouncement of the use of religion by anyone as a cover and a means to achieve political agendas. Furthermore, the council emphasizes the necessity of confronting and remedying such acts through the practice of the principle of moderation and good advice by all imams, speakers, and preachers in mosques and Islamic centers and by all those who have dedicated themselves to serving the religion and the community. This is a Qur’anic principle of which the best examples are found in the life and conduct of the noble Prophet and his progeny, may peace be upon him and them, the models and exemplars God commands us to follow.

  5. The council urges all concerned religious and social leaders to multiply their efforts in boosting inter-Islamic cooperation in order to minimize the chances of success for those who incite sectarian strife by pulling the community toward radicalism, extremism, violence, and terror. The best means of doing this is to increase the frequency of meetings, visits, and dialogue, and to concentrate on the numerous points of agreement and ignore the few differences, and to aid and endorse the moderate influential organizations on both sides –Sunni and Shia- in order to stand in unity against all extremists and terrorists.

  6. The council calls attention to the necessity of maximum alertness and caution from being dragged into competitions and rivalries that do not have any benefit other than causing more unjustifiable division and strife, such as striking the cords of race and ethnicity, the multiplicity of intellectual and jurisprudential authorities, and the plurality of political allegiance and association. Every individual has the right to be proud of his race and ethnicity. Yet we are all members of the human kind. The plurality of intellectual and jurisprudential opinions helps enrich knowledge. It is an innate principle, and freedom of choice has no meaning without it. Moreover, emulation and jurisprudential reference are personal choices. However, public stands pertaining to the interests of religion and the community should be taken unanimously by all jurisprudents, as was witnessed when all jurisprudents of religious seminaries in Najaf and Qom took a unified stand supporting the edict of the supreme religious authority of the Shia denomination, the Grand Ayatollah, Sayyid Ali al-Husayni al-Sistani, may God prolong his life, in regard to combating the terrorist ISIS organization in Iraq and the waves of fabricated sectarian conflict sweeping the Islamic world. Furthermore, the variety of political affiliation and allegiance is but a temporary issue relating to certain place and time circumstances that will end when the circumstances end, and should not be generalized and applied to all denominations and intellectual schools and all Muslims in every time and place.

  7. The participants condemn the media propaganda that aims to deface the edict of collective Jihad issued by the supreme religious authority with which thousands of volunteering young believers complied and rose to combat the band of crime and terror that brought together the deviant and the eccentric from more than sixty countries around the world. Those volunteering young believers sacrificed their lives and blood and went to combat with the simplest of means and with domestic support only. They volunteered to combat the cruelest terrorist band on the face of earth on behalf of the entire world, which is threatened and terrorized by this group. Thus, the participants call upon all the conscientious people around the world to do what they can to at least silence these cacophonous voices if they cannot provide physical support to these volunteering young men whom all of us should be proud of.

Another topic of discussion was regarding the internal issues and matters of the council, and continuing to reorganize and develop the council in order to achieve greater credibility and bigger accomplishments to make the council take the role that it was founded to play two decades ago. This subject that has been open for discussion for years was discussed extensively beginning with the first meeting of the conference, and the following announcements were made:

  1. The council of scholars was founded with candid and sincere efforts and has positive physical and spiritual effects on the ground that believers see in various parts of Canada and the United States, even though the council is limited in many fields, including media and finance. Therefore, the participants stress the necessity of preserving this achievement and contributing to protecting, nurturing, and promoting it.

  2. This council with such a vision, such goals that encompass all the members of this denomination, the significance it carries, and its spiritual, instructional, directive, non-executive, and non-administrative importance should be adopted by a competent and strong entity that is endorsed by the supreme religious authority. The council recognizes that I.M.A.M. organization is capable of this mission today.

  3. In response to requests that have been coming for years, the participants agreed to hold a special conference for the dedicated, qualified religious scholars who are devoted to carrying the mission and message of the council in order to renovate it and organize its internal workings in a better manner that suits its stature and the expectations of the believers of it.

  4. The participants thank and appreciate the year-round work and efforts of the moon-sighting committee. These efforts have been met with wide relief and acceptance by believers in North America. The Esteemed, Sayyid Muhammad Rizvi (Toronto), Shaykh Fadhil al-Sahlani (New York), Shaykh Muhammed Ja’far Banglory (Miami), Sayyid Mahboob Mehdi Abedi (Chicago), and Shaykh Sabah al-Ebadi (Vancouver) have been recommended to be members of the committee next year. We wish them success.

As we thank and appreciate everyone who attended, participated in, or contributed to the success of this blessed conference, we supplicate God, the Glorified, to accept our works and efforts and to accord all of us with success in achieving more cooperation, collaboration, and joint activities that would please our Awaited Imam, may the Almighty expedite his righteous return. May peace be upon you, and the mercy of God, as well as His blessings.

This conference intends to focus on the most significant challenges that Islam, Muslims, and the followers of Ahlul-Bayt (as) encounter, as internal and external provocation rises daily, and violence, insolence and disrespect against the Shia school of thought and the Shia community continues to soar. Furthermore, internal disagreements are increasing among the Shia, thus making the community more fragile day by day. All of these factors have raised the concerns of people who have devoted their efforts to serving religion and society, by overcoming a variety of differences, and taking part in resolving major issues which affect Shia society.

Due to these factors, we hope to create an opportunity to develop and improve Islamic centers and make the performance of our scholars and missionaries more efficient through the efforts of this conference. In doing so, our Islamic institutes and communities will have better outcomes, and more successful strategies and approaches.

This is based no reports of verified sightings of the crescent moon at sunset on Monday, May 18, 2015, in any region in North America. Thus, Tuesday is considered the last day of Rajab.

The Moon-Sighting Committee of the Council of Shia Muslim Scholars of North America would like to announce that Monday, November 24, 2014 will be the first day of the month of Safar 1436 for the entire region of North America.

This determination was made due to reports of verified sightings of the crescent moon at sunset on Sunday, November 23, in many regions of North America.

Thus, Arbaeen, the anniversary of the 40th day of the martyrdom of Imam Hussein (as), will be on Saturday, December 13, 2014.

We ask God Almighty to give us success and help us in reaping the fullest of benefits from honoring the sacred signs of the Ahl al-Bayt (as) and to increase their remembrance among ourselves, our family, and our friends. Finally, we ask Allah Almighty to hasten the return of our Master, the Lord of the Age and Time (ajfs).

The 14th Annual Conference of
The Council of Shi’a Muslim Scholars of North America 

In The Name of Allah The Beneficent The Merciful

All gratitude is to The Lord of the worlds and may His peace and blessings be upon the best of His creation Muhammad and his purified progeny

Through the guidance from the Allah’s words, “He who does good deeds be they male or female while a believer then We will give him a pleasurable life and we will reward them in accordance with the best of their deeds,”the 14th Annual Conference of the Council of Shi’a Muslim Scholars of North America was held under the title of “Mechanisms of Development: Preaching, Scholars and Youth” in the city of Detroit, Michigan on Monday and Tuesday the 21st-22nd of Shawwal, 1435 (18-19 of August, 2014). The participants and attendees included a group of scholars, preachers, professors of universities and academic institutes from different cities from across North America. Their goal was to work on two focal points:
·         To deal with issues that the Islamic world is experiencing from crises and great challenges. Such as the increase in terrorism and its mechanisms, politically-driven sectarian violence that has defamed Islam and Muslims, the incidence of exile and the difficult humanitarian conditions facing those who have been exiled from their homes, as well as defining the position of the council on these issues.

·         Providing concentrated academic workshops provided by professionals in each field. The purpose of which is to develop, and support the process of religious preaching which contributes to the preservation and security of the Islamic centers, as well as developing and supporting the abilities of the preachers and those who serve society.
After two days of diligent work, the conference attendees came to the following decisions and recommendations:
1.       With hearts full of pain and sorrow, the members of the council express their anger and dismay at the crimes against humanity occurring throughout the world and more specifically in Iraq, Syria and Palestine. The council condemns such heinous crimes of blood shed that include the murder of the innocent, the mutilation of their corpses, systematic genocide and the exile of the innocent. According to the United Nations, 98% of all victims of terrorism have been attributed to sectarian violence. Most of whose victims are from the followers of the school of the household of Prophet Muhammad (s.a.w.).
2.       The conference attendees emphasize and renew their demands from the international community and those of power and authority to intervene and contribute to resolving the issue of terrorism in all of its shapes and forms – if truly their goal is to indeed have global peace and security. This should be done in adherence to the U.N.’s document of human rights by implementing its statutes equitably.  Unfortunately, that which the council has warned from occurring persistently for the past years is unfolding and compounding, without a truly useful resolution in sight. On the contrary, we now see examples of such deviance being displayed by youth who are posing a great danger – despite the fact that they were born and raised in western countries. We must not forget the dangerous role that the media and popular forms of social media are playing in this issue.
3.       The council expresses its gratitude for the attention, care and advice of the supreme religious jurist (marja’eyah) to the youth. The institute of marja’eyah has emphasized the importance of adhering to the tolerant teachings of the school of Ahl ul-Bayt (a.s.), abiding by the law, following the path of the righteous scholars, and working hard to seek knowledge so that they may build their nations and support their societies, where ever they may be in the world, coexisting and integrating in a manner that pleases the awaited Imam (a.t.f.).
4.       The council is proud and appreciative of the great scholars and jurists of emulation in the religious seminaries, especially those of Najaf and Qom, on their unified position and call to all followers to abide by the edict of the supreme religious jurist. This position is currently embodied by his eminence Grand Ayatullah Sayed ‘Ali Al-Sistani, may The Almighty prolong his life and his wisdom in saving the Ummah in these difficult times, including his position against terrorism and those who accuse others of disbelief, both of which continue to spread day after day without true opposition to stop the massacres and crimes against humanity.
5.       In addition to du’a, the council calls upon all to work hand-in-hand to come to the aid of the families of the martyrs, victims, and orphans by caring for the millions of exiled families. This must be conducted through the proper channels to ensure that aid reaches those in need in both a legal and religiously acceptable manner.
6.       The council expresses its pride for the appreciation and the compliments that were expressed by global leaders such as Secretary-General of the United Nations Mr. Ban Ki-moon, the Italian Prime Minister Matteo Renzi and others regarding his eminence Grand Ayatollah Sayyid Al-Sistani’s (may Allah prolong his life) wisdom and influence. They consider him an exemplar for true Islam. We hope that such statements translate into opportunities to work cooperatively to change the deviant behaviors of others who have for centuries defamed the image of Islam and its great scholars by politically-driven innovations that are far from the true religion of Islam.
On the internal affairs of the council, several activities of the 14th annual conference were discussed, as well as other affairs including the future of the council. The following resolutions were reached:
1.       The importance of cooperation and unification among all religious scholars, activists, those in such positions, the leaders of Islamic centers and organization, forums, and associations to use all civilly acceptable means to have their communities exert pressure on those in positions of power (such as their governors, state representative, etc.) to face and defeat terrorisms, sectarianism, and apartheid globally.
2.       Thanks and gratitude to the director of The Holy Shrine of Imam ‘Ali (a.s.) for his efforts in extending the bridges of communication and cooperation with all Islamic centers and organizations in North America through his keynote letter to the conference.
3.       The participants complimented and expressed their gratitude for the workshops, and the information shared by experts in the seven specialized workshops that were offered over the span of the two days. The workshops provided a forum for the discussion and study of issues that benefit the development of the centers, organizations, preachers and those in positions of responsibility. Such as: the principles of establishing a strong Islamic center, protecting the rights of the Imams of centers and those in such positions of leadership, a model for the best accounting system and financial reporting, the best methods for interfaith dialogue and communication, how to deal with media, the role of scholars and preachers in think tanks and institutes of strategic research. All were beneficial and fruitful.
4.       The assignment of a group of young students and preachers, who participated in the conference, to form a forum to give their impressions of the council, to provide suggestions for the next conference and to discuss the role of the youth in both areas. This will serve as a means of participation, and preparation for them to be assigned future responsibilities and tasks.
5.       The recommendation of Sayyid Muhammad Rizvi (Toronto), Shaykh Fadhel Al-Sahlani, (New York), Shaykh Muhammad Ja’far Bangalori (Miami), Sayyid Mahboob Mahdi Al-Najafi (Chicago), Sayyid Nabi Reza Abidi (San Francisco) as members of the Crescent Moon Sighting Committee for the upcoming year. The council extends its gratitude and appreciation to the committee for its work this past year.
Finally, the council would like to express its thanks and gratitude to all those who attended, participated, and contributed to the success of this blessed conference from the respected members of the council, I.M.A.M. organization team and volunteers, and the gracious guests. The council asks The Almighty to accept our deeds and efforts and that He makes it a cause for our cooperation, unification, support, kindness to one another and brotherhood. The council also asks that Allah Almighty hastens the appearance of our master Saheb Al-‘Asr wal-Zaman(a.s.) and that he fills the world with equity, after it has been filled with oppression. Closing Statements of the 13th Annual Conference of

the Council of Shia Muslim Scholars in North America

Guided by the words of Allah: “And do not say to he who professes to you peace that he is not a believer while seeking the rewards of the materialistic world”

The 13th Annual Conference of the Council of Shi’a Muslim Scholars in North America entitled: “Sectarian Violence: Roots, Outcome & Solutions

The conference was held in the capital city of Washington, D.C. from 24-25 of Shawal, 1434 A.H. / September 1-2, 2013 AD. The attendees and participants included a group of scholars, preachers, university and college professors from Canada and the United States. The goal of the conference was to discuss and study the issue of the development and increase in sectarian violence, whose evils have become far-reaching, bringing attention to its dangers, defining its causes and placing practical solutions to face it and control it.  The conference attendees reached the following conclusions:

    1. There are multiple factors causing violence, the forefront of which are ignorance, and the most dangerous of which is compound ignorance; a state in which one not only does not realize his ignorance but considers himself to be knowledgeable. The only solutions for this are spreading knowledge and religious awareness which is the goal of the people of knowledge – those who are cautious, pious and moderate to call to the way of Allah with kind words only. This responsibility should not be given to those who wear the guise of religion, and in actuality only say that which separates people and angers Allah. Such people, whether they know it or not, are serving the agendas and objectives of cancerous political factions that do not want safety for people nor security for nations. Therefore, the Council condemns all those who use religion, school of thought and people’s beliefs and purity as a cover to achieve their goals, whatever they may be.
    2. The most apparent results of violence is the defamation of religions and schools of thought into the deformed forms, altering and changing noble values, and spawning chaos.  All of which are accompanied by allegiances to political parties and factions, as well as sectarian entrenchment, which lead to the legitimization of encroachments and bloodshed. It is a crime like no other, for “he who kills a soul without a soul or for the reason of corruption in the earth, surely he has killed all of mankind.”

  1. The research and Discussion of the conference attendees revealed that the best of solutions, given the current circumstances, which can safeguard the future and can be practically followed and achieved are broken down into two stages:
    1. Long-term – Building a strong foundation for future generations. There is an urgency which dictates that we put in place mechanisms to protect society – especially the youth – to safeguard them from extremism and violence. Meaning that we are not so open that it leads to their complete assimilation thereby causing a loss of identity leading to atheism, nor are we so closed to the outside world that they become introverted hermits that cannot relate to humanity.  Therefore, the attendees encourage the Islamic centers and organizations to increase the number of educational workshops quickly and under the supervision of specialists in religion. Where the youth are taught the art of coexistence and how to increase their will power and overcome vacillation.  In addition, providing sessions in treating psychological distress, controlling addiction, and other challenges that are intellectual, behavioral and ethical. This should be done using different methods of education such as workshops, camps, booklets, and multimedia including audio and video.
    2. Short-term – This includes:

Immediately ceasing any sectarian incitement, and adopting a zero tolerance policy to those who espouse, participate, and call to such behavior, using legitimate methods and within the confines of the law.  Thus replacing such incitement with the policy of “And say good unto people”

Conducting regular workshops to develop and teach the religious leaders of the centers and mosques, as well as their invited speakers, how to speak in a manner that brings people closer to one another; “Call onto the way of your lord with wisdom and good advice.”

Establishing and strengthening the connection between the scholars and imams of mosques, despite their different schools of thought, through increased meetings and visits to each other’s centers, as well as, providing a platform for a mutual exchange of lectures and the leading of prayers. All if this conducted based on the principal of “lest you know one another”

Prior experiences of such conduct have proven to be effective and successful.

  1. After consistent and vigorous effort, that was benevolent and sincere, from the Council of Shi’a Muslim Scholars of North America (CSMSNA) and the Islamic Society of North America (ISNA), “The Washington Declaration” was signed to work in unison and collaboratively against all kinds extremism and violence. This declaration was received with great attention and given the blessing of the 13th Annual conference of Shi’a Muslim Scholars of North America and the 50th Annual Convention of the Islamic Society of North America. This historical moment for the Muslims of North America was received, in both conventions, with profound compliments and appreciation by all without exception.
  2. The Council requests from all higher authorities in national and international organizations such as the United Nations to intervene in order to protect and safe-guard the artifacts, world heritage sites, historical architecture, and especially the Islamic sites that include the sites of the prophets, their disciples, apostles, and the houses of worship and prayer; all of which represent a historical record of human civilization. Intervention should be enacted such that such sites are protected from any action which will lead to their destruction or desecration, whether the perpetrators are governments, political groups, factions, vandals, extremists and/or terrorists. Heritage sites belong to humanity as a whole, and should not be neglected or overlooked.
  3. The Council directs the attention of the international and governmental agencies that are providing humanitarian services by transporting individuals from areas of distress and bloody sectarian conflict to the United States and other nations without carefully examining who fits humanitarian asylum criteria and who, in actuality, precipitated the conflict they are fleeing from.  It is our patriotic duty and religious responsibility to inform you that we feel eminent danger due to the sudden increase of great numbers of new centers and organizations catering to these individuals that are in critical areas of the United States. These types of individuals could turn these centers of into hubs of extremism and violence in the West, which is not in the interest of our nation. Thus, those in the position of responsibility must make swift decisions to resolve this matter before it is too late. In addition, the Council presents its gratitude to those in positions of authority in some states who have responded responsibly and put an end to the influx of such individuals. We hope that other states follow suit, so that our great nation is safeguarded from harm.
  4. The Council warns those in positions of responsibility and political decision makers from entering into any international conflicts and military warfare without proper cause. The entire world, especially the Muslim world is still hemorrhaging from past wars, all of which proved to have grave losses in comparison to their gains. Such wars only caused a great deal of destruction, bloodshed, anguish, handicapped citizens, corruption and chaos. The Council foresees that through dialogue, collaboration, and mutual understanding security can be achieved and noble objectives can be realized.

With respect to the internal affairs of the Council, the following scholars have been appointed as the new Crescent Moon Sighting Committee: Sayyid Muhammad Rizvi (Toronto), Shaykh Muhammad Rida al-Bagheri (Montreal), Sayyid Bassem al-Sharaa’ (Detroit), Sayyid Mahboob Mehdi Abidi Al-Najafi (Chicago), Sayyid Rashid Saberi (New York), Shaykh Muhammad Jafar Bangalorie (Miami), Sayyid Nabi Rida Abidi (San Francisco). We present our gratitude to the former committee that performed its duties with a great deal of aptitude.

In addition, the new executive committee members for the period of 2014 – 2016 are Haj Mohsen al-Dhalimi (Portland), Shaykh Mohammed Ali al-Halabi (Miami), Sayyid Rashid Saberi (New York), Shaykh Saleh Seboweh (Montreal), Dr. Khalil al-Tabatabaie (Montreal). The Council presents its gratitude to the past members of the executive committee for their years of diligent service.

The Council presents its sincere gratitude and appreciation to all those who attended, participated, and contributed to the success of this conference including the members of the Council, the beloved volunteers, and the gracious guests. In addition, the Council wishes to especially present its sincere gratitude to the delegation from the Shi’a Endowment of the government of Iraq headed by the honorable Sayyid Ammar al-Mousawi for his attendance and active participation in placing the first building blocks in establishing a collaborative relationship between the Shi’a Endowment of Iraq and the Shi’a organizations and centers of North America. The Council asks Allah Almighty to accept these efforts, blesses these achievements, and make them a cause for the truth to become apparent, for unity to be established, for brotherhood and friendship to be supported. We also ask that Allah Almighty hasten the appearance of our master al-Imam al-Mahdi (atf) to end the unrest, especially the sectarianism, such that the light of knowledge, security, safety and justice spreads to all nations. Surely Allah hears all and answers. May the peace and blessings of Allah be upon you.
